TURKISH LEVIES ORDERED UP EN MASSE (Rec. September 8, 0.5 n.m.) Paris, September 7. Turkey has been ordered to levy, en inassc, all men between the ages of 17 and 55, regardless of nationality. Bourchier, writing from Constanza (the Rumanian Black Sea port), reports that Constantinople presents the aspect of a city in foreign occupation. Austrian soldiers are everywhere, German soldiers are less numerous, but Turkish have almost disappeared. Germany's promiso of 120,000 reinforcements to act against the Russians have not arrived. A considerable number of Germans who were hitherto in Constantinople havo gone to Asia Minor. Christian troops, who cannot be trusted, havo been kept busy strengthening the fortifications on the European side of the Bosphorus. All-males from 17 to 60 years liave been embodied in the army, and boys of sixteen have been called up for training. Espionage has increased, but a revolution is not anticipated, as the Young Turks aro absolute masters.
