Unofficial reports show that a statement has appeared in Chinese newspapers accusing Japan of sending arms and brigands to Inner Mongolia; This is considered a serious charge, and is denied by the Japanese. Other reports state that the Japanese are provoking disorders in various parts of China with a view to causing clashes with tho Japanese, and finding grounds for diplomatic protests and demands. The State officials at' Washington interpret Japan's demands as possibly containing tho elements of a serious disturbance in tho political situation-m tlio Orient.
