WITH reference to the War Regulations issued on the 21th J.uly lust, and to the advertisement of stli August in connection with the same, it has been found advisable to make certain alterations,and the following statement now explains the position. It will be noticed .that there is not now necessity to obtain licenses to trade with firms in Japan or France. ' . (a). Licenses are required to import goods into New Zealand from all countries except Britain, British Possessions, France. Japan, and tho United States. , (b) A license must be obtained from the Comptroller of Customs, before the goods are ordered, for each firm with whom it is desired to trade. (c) Whero goods nre ordered ttmmrfh a buying agent in the United Kingdom who is givfcn discretionary power as to tho sources of simply, and . irrespective of whether the suppliers' invoice is to bo ultimately sent along with his own invoice to New Zealand or not, there will lx> no necessity to obtain a license in New Zealand provided tlint the agent ?>efcs the invoico to be sent to New Zeaand vised and approved .at the ollico of. the High Commissioner in London •'(d) It should be clearly understood that it is only in cases cuvored by tho preceding clause that invoices should be submitted to tho High Commissioner, and that whenevor the namo of the probable supplier is known to the New Zealand importer, a license must be obtained. (e) Whero a New Zealand importer has got into touch with a new-firm subsequent to the oubreak of war, he should state when applying for a license how he came to communicate with that firm, and should submit any relative papers. (f) Licenses will not be required for goods bought out of stock in Britain. British Possessions, Franco, Japan,' or tho United States, but in no case shall this bo construed into permission to iin. portfl) Any of enemy manufacture, origin, or ownorship; or (2) Goods being tlia produce or manufacture of any firm with whom a license to trade has been refused; or (3) Any goods prohibited from importation under the War Regulations.
