The arrangements made for the enrolment of men aro is complete as tha Recruiting Boawj-'has been able to make tliom, and the instructors given in the widely-circulated posters seem clear and explicit, but questions that are being asked of the authorities indicate that some nien . are uncertain still regarding their duty. The procedure is really simple. All a man need do is to apply for a "certificate of enrolment form" at a post office, fill it in with his name and address, and place it in a letter box. If his_name is on the National Register, he will receiyo in due course a notice that his "certificate of enrolment" awaits him at tbe post office. He will then go for the certificate, and will be armed against all further trouble. If his name is not- already on the Register, ho will receive by.post an enrolment form to fill in, arid after he has returned that form he will get his certificate. The only other point to remember is that changes of address, sinco tlie taking of the National Register or in future, must be notified to the Government Statistician on.a spfecial form which can be obtained at any post office. A man who does not possess a certificate of enrolment a month hence will he liable to summary arrest. If he is.found to have evaded registration, he may bo sent to gaol, fined heavily, or drafted into camp without ballot. Completed forms are beginning' to reach the office of the Government Statistician in Wellington, and it is expected that they will come in a flood this week. Tens of thousands of forms have been issued through, the post offices already. Amoti£ the forms come inquiries, most of which mar be anEwercd by a simple rule: _ "When in doubt —register." A man who .is uncertain about his position had- better register now and argue or explain afterwards. 1 He will have plenty of time and opportunity to' make good his case. before a call to service reaches him.
