EFFECT OF REGUEATIONS. Tho following notice over tho name of tho Hon. A. M. Myers, Minister of Customs, appoared in last night's Gazette :— With reference to the War Regulations dated July 24, 1916, and amended August 28, 1916, the following statement now explains the position. It will be noticed that there is not now necessity to obtain licenses to trade, with tirms in Japan or Fraucu. (a) Licenses are required tto import goods into New Zealand from all countries except Britain, British possessions, France, Japan, and the United States. . .

(b) A license must be ob'alneti irom the Comptroller of Customs, before the goods are ordered, for each firm with Hvhoni it is desired to trade. (c) Where goods are ordered through a buying agent in the United Kingdom who is given discretionary powers as to the sources of supply, and irrespective uf whether' the supplier's invoice is to be ultimately sent along with his own.invoico to Nejv Zealand or not, tliefe will bo no necessity to obtain; a license'in New Zealand, provided that the agent gets the invoice to be sent to Ntiw Zealand vised and endorsed at the offico of the High Commissioner in London. ; Note.—Whenever the name of the supplier is known to the New Zealand importer a 'license should be obtained. (d) It should be clearly understood that it is only in cases covered by the preceding clause that invoices should be submitted- to the High Commissioner. : (e) AVliero a New Zealand importer has got into touch with a new firm subsequent to the outbreak of . war, he should state when applying for. a license how .lit! came to communicate with that firm, and should submit any relativo papers. (f) Licenses will not bo required for goods bought out of stock in Britain, British possessions, France, Japan, or t)lie United States, but, in no case shall this . be. construed into permission to import—(l) Any goods of enemy manufacture, origin, or ownership; (2) goods being the produco or manufacture of any firm with whom a license to trade has been refused; or (3) any goods prohibited from importation under tht> War Regulations. (g) Importers aro specially warned against ordering or importing goods from any firm or person from time to in the New Zealand Gazette to be ail enemy.
