AN AMERICAN LOAN TO FRANCE

NevrYorU, August 23. : Arrangements have been made for a second commercial credit to Franco of £5,000,000, whieh will ■'bring France's borrowing from tho United States since tho war began to nearly one hundred, million sterling. An analysis shows that before the war the banks of England, France, Russia, and Germany held 680 million dollars (roughly £136,000,000) more'gold than did the "United Statos. Now the United States is within fifty millions of tho combined holdings.
