Bulatzel, who, regarding Mr. Asguith's declaration as to the punishment of those responsible for international crimes as being directed at the Kaiser, wrote an article —a scurrilous diatribe—against Britain.'He wrote:' "Britain is planning a tribunal such as that which sentenced to death Mary Queen of Scots and Joan of Arc. Tho British Army has advanced-.a few. hundred yards in two years. Tho task bf taking, tho Kaiser, prisoner presumably will be imposed oh Russia. _ The war will" not end when Russia is able' to conclude an honourable .peaco, but when Russia has laid low the Hohenzollern 'dynasty.'" Bulatzel practically advocated a separate peaco between Russia and Germany.. -
