WHY COMMISSIONS ARE NOT TAKEN UP. More than one case has occurred whore non-commissioned officers, after "swatting" for commissions and passing the required examinations, have not taken them up, preferring to go forward with their sergeant's stripes. Thoso were usually married N. 0.0.'5, who ascertained at the eleventh hour, and sometimes after that, that there is no separation allowances for an officer's wife or his children. Taking up a second lieutenant's commission under such conditions, according to a correspondent, meant actually receiving less money than a sergeant (when the allowances are taken into consideration). For this reason several capable _ men have preferred to retain their positions as N.0.0.'s who have proved ,by examination and in the field their capacity to hold commissions with honour. For the same reason, it is said, there are other N.0.0.'s who do not strive for commissions on the same grounds —tho inequity of a second lieutenant's pay compared .with a sergeant's pay and'allowances.
