The censorship has heen relaxed, permitting frank discussiou. .. l Many writers point out'that whereas' i Russia has given the Poles vague promises, Germany has already granted several ardently-sought political rights. The tenor".of the discussion has occasioned a widespread belief that Russiahopes to anticipate Germany's imminent proclamation of'autonomy. ■ It is fully believed that the Kaiser's visit to ."Warsaw in the next few days foreshadows a .proclamation. Russian Poles are urging the Ministry of the Interior to take action. They declare that Germany is really aiming to enlist Poles in the Gorman Army. .It is-estimated that 1,200,000 Poles are fit-for military service. | <
