The interim report of the Air Inquiry Committee says:—"No one could complain if Mr. Peniberton .Billing had demanded an inquiry into his cases in order to determine if "the deaths of airmen had been preventable, but to base charges of criminal negligency or murder upon these is an abuse of language entirely unjustifiable. Some of Mr. Billing's other criticisms and suggestions are different in character, and will he carefully considered."
