The "Daily News!' gives further details of the Kaiser's interview (a portion of which appeared yesterday). The Kaiser said: "It is' curious how the British theory that I am responsible for the war seenis to fascinate my enemies. I do not envy tho man who has the responsibility upon his conscience. History will clear me of the charge, although I do not suppose history will lipid me faultless. Every civilised man in _ Europe must_ share _ the responsibility, and the higher his position the larger the responsibility. I. strove hard for peace, even though war was inevitable. Why do the neutrals talk of Gorman militarism, and never of _ Russian despotism, the French craving/for revenge, and 1 English treachgry. The next generation will strike a moro just balance in apportioning the blame."
