ALLIES' OFFER OF RELIEF

; Official. —Germany has declined to upgotiate further regarding_ the Allies' offer in respect of relief in occupied territories.
Britain agreed to release for i»io Serbians, if necessary, two thousand tons:of Rumanian grain controlled by the Allies, but informed the Central Powers that as they possess enormous stocks of foodstuffs in they should provide for tho Serbians in future. ' .
BELGIAN RELIEF
SATISFACTORY ASSURANCE
London, August 11. Lord Robert Cecil (Under-Secretary for Foreign Affairs) stated in the House of Commons that the. Government was satisfied that the food>imported to Belgium by the Relief Commission would not run the rislc,of. appropriation by Germany. The Germans in certain respects. still violate their guarantees regarding domestic' supplies, but neutral
. representatives were acting energetici ally in that matter. The Government 1 was fully satisfied that the Relief Commission's funds should be handed over •■".to a neutral commission in Belgium.
