Conditions are firstly no grant made to dependants entitled to assistance from State, understanding being that subscriptions to funds shall not relieve Imperial Government of full responsibility towards naval dopendants. Secondly,, subscriptions employed supplement State provisions and to meet cases of urgency where no assistance can be sent from official channels. Thirdly, fund administered free from all charges.
