CIVILIANS IN ARMY TRIBUNALS
AKMY ACT AMENDMENT BILL. CR«utcr's Telesram.) (Roc. August S, 3.5 p.m.) London, August 7. In the Houso of Commons the Army Act Amendment Bill was read a second time. Its provisions wiablo tha calling of civilian witnesses and civilian membership of army tribunals. Mr. Lloyd George (Secretary of State for War) agreed not to restrict tbo membership of a tribunal to peers and commoners, as was at first proposed. BILL PASSED. Mr. Lloyd George explained that he was seeking to protect the young Irish Roman Catholic soldier against an accusation involving his honour. Thero wore .other cases involving civilians. The late Lord Kitchener had approved of this form of inquiry^ Sir Edward Carson approved of the Bill, saying that ho knew a good deal of the faots of the caso for tho Bill. ■
