AMBASSADORS OP THE DOMINION « Pending tho creation of a new Imperial Constitution, and in between the quadrennial meetings, of tho Imperial Conl'erenco, tho Dominions are represented in this country by their High Commissioners. It will be rather a surprise to most people (says the London correspondent of tho "Manchester Guardian") to learn that tho High Commissioners have no particular right to seats in any of the galleries of tho House of _ Commons. For many years diplomatic representatives of even tho smallest foreign Powers have been given the privilege of hearing the debates of tho House ot : Commons from seats in tho Speaker's Gallery. The High Commissioners' of the Dominions, though they are for all practical purposes the Ambassadors of their respective Governments, have no such privilege. When the High Commissioner of a Dominion wishes to hear some debate of special interest to his Stato, I am told that he has to apply for a ticket, like any member of the goneral public. Cases havo actually occurred when a High Commissioner who has got into tho Strangers' Gallery by favour when thero happened to bo a vacancy not taken up. by the ticket-holder has had to clear out when tho ticket-holder arrived. This state of things is resented. I am told that representations havo been made, but so far without effect. Obviously there should bo some regular arrangement to enable the busy men who represent tho Dominions to hear Parliamentary debates when tlioy want to do so on the same terms as foreign diplomats.
