The Marquis Inouye (Japanese Minister to Great Britain), who is passing through Canada from London, says that at tho close of the war Japan will certainly return Kaiochau to' China. The majority of munitions used in the present Russian offensive were made in Japan and shipped through Vladivostock. Japan is thoroughly in sympathy with the . anti-German: trade conference. .
