A SHORTAGE EXPECTED ("The Times.") , v London, August 3.- • The latest, evidence indicates'that the* German, lmrvest will-not last till the' spring. The population, is now suffering severely, and is awaiting the -harvest. Thousands of poor people in the large cities are subsisting yon potatoes _ and sugar. There Is the greatest scarcity of ■soap and .-.leather, and some other necessaries, but' it .is believed Germany will be able-to hold, out .economically for ■ninny months, "resisting" the blockade pressure: Only a military defeat will reduce her. • FOOD RIOTS IN BERLIN.
