It was admitted that there waa no disloyalty on the part of the paper, Imt the Magistrate said the question of intent had ho bearing except in extenuation of the penalty. If tho matter published was a breach of the Regulations, the defendant was liable, no matter what the motive. The ease was . not one'for a substantial penalty. Defendant was fined 20s. and costs.
