Regarding Dr. Anson's statement that he "mot or passed a.score of such vehicles between Wellington and Blackbridge, not one of which carried a light," the superintendent said this matter would receive attention, and he trusted that tho steps which would be taken to enforce strict compliance with the law,, along the Hutt Road, would have the effect of removing cause for complaint in respect of lightless vehicles within tho borough. The No. 1 Committee made the following recommendation to the council: That the following' by-law be passed: "That any person shall be guiity of an offence who carries or causes to be carried through, over, or upon any street, private street, or public place, any refuse, manure,.or offensive matter oi any kind whatsoever, or any rubbish, dust, shavings, or waste paper in any cart or vehicle, unless such cart or vehicle be .covered by tarpaulin or other suitable covering so that the escape of any of its contents shall bo .prevented.'' , "That the -Inspector of Nujiauces be instructed to report upon the e\;>ting provisions for the containing and sitting of stable .manures in the find that his attention bs called to ti.e provision of the Miscellaneous Amended bylaw of 190-1."
