WHAT AMERICA THINKS
"A GRAVE TACTICAL ERROR." New York, July 30. The New York "Times" says that tho cowardly method of warfare which has made the German Navy distinct from all others has been worthily upheld in tho Fryatt case. The Germans have made a grave tactical error, which will vastly increase British 'bitterness, and will not have the slightest effect of frightening other .captains. Tho Government order under which Captain Fryatt aotcd was tho product of the Gorman form of warfare which the Test of the world has unreservedly condemned. A submarine so used is an outlaw in the judgment of civilised people.
