The "New York World" says there i 9 an attesipt to terrorise neutrals amounting to a declaration of commercial warfare, and the United States may be 'the forerunner of tho boycott discussed in Paris. The "Neir York Tribune" says Britain should not attempt to prevent American vessels carrying boycotted firms' goods for neutrals. The proclamation is impolitic, and a challenge to the United States. Britain- should withdraw the foolish and futile "black list."
