NORWAY'S ATTITUDE GERMANS DISGUSTED ("Tlio Times.") London, July 21. Norway's altitude regarding the blockade disgusts the "Cologne Gazette," which says:—"lf it were not so immensely sad -wo might laugh at the idea of the Norwegians, after all the British, sea tyrant's excesses, still regarding England as tho champion of the independence of "the sniall nations. This proves that Germany is fighting for the freedom of tho seas, and cannot reckon upon the northern nations, although they are blood relations." CIOTW~CARDS INCREASING STRAITS OP THE ENEMY . Australian-New Zealand Cable Association. New York, July 21. An American correspondent in Berlin reports that Germany intends issuing clothing cards, in order to secure equal distribution, after August 1. Purchasers will require the Government card for all clothing costing less than .£l. The Austrian correspondent states that tho Government has requisitioned tho famous Salzburg chimes, and is recasting the bells for rise in munitions. A REAL BLOCKADE WOULD SPEEDILY END THE WAR. (Rec. July 23, 5.5 p.m.) London, July . 22. At a dinner tendered to Mr. T. Gibson Bowles, in recognition of his efforts to secure tho abrogation of the Declaration of London, I.ord Charles Beresford said: "Jf even now a real blockade were applied we could end the war bsforo'tho winter."
