A neiv development has arisen in Italy's affairs, in tho shape of an organised Turkish attack on the Italian forces in Tripoli. According to a Turkish official communique, Ottoman volunteer forces attacked the Italians, capturing 200 officers, about 6000 men, and 21 guns. The Turks also claim. successful operations on the Persian frontier, and also, on tho Euphrates. Tho Russian offensive in the Caucasus is progressing favourably. There are . many indications that the Germans arc about to. return to their policy of shoot-on-sight piracies on the 'high seas. A dozen vcsiuls have been sunk in 24 hours, and the German Press is apparently paving the way for a.definite announcement oh the subject. (
