Tho Legislative Council Amendment Bill, read a first time in tho Council yesterday afternoon, proposes to defer until January 1; 1020, tho operation of tho Act; passed in 1914, providing for the election of Councillors on a. syetem of proportional representation. The Bill further makes provision that members appointed after the passing of the Aot and prior .to 1920 (instead of January 1, 1917) shall retain their seats until January J, 1921. instead of July 1, 1921.
