Edward Nixon, ' Hasterton.—Anyone may still send papers to England or any of tho Allied countries as heretofore. Tho new Government regulations apply only to nouti-al countries (i.e., countires not engaged in the war 011 either' side). As the United States is a neutral country, newspapers may only be forwarded io tliat (or iuiy other neutral) country through the publishers of tho paper, and tho best method of doing that is to forward the- cost of tiio paper, and stamps for postage, together with tho address of the person lo whom the paper is to bo forwarded, to tho publisher of the paper concerned. Tho newspaper rate to the .United States of America is that fixed by the International Postal Union (which war does ndt affcct), viz., 1(1. .for the first '1 /ounces, and »d. extra for each additional 2 ounces. The letter rate to the United States is tho same as to any part of the British Dominions, viz., li.j'ld. ordinary and Jd. war tax). The extra Jd. in this case may be : imposed, as the penny postage is not the International Postal Union rate. -
