While rejecting onr proposals for the exchange, of prisoners Germany had made another, which the Gevernment was considering. 1 BELGIANS COMPELLED TO FIGHT. Washington, July 10. The Belgians have asked the United States to protest against the German outrage in compelling Belgians who went to Germany for commercial purposes to fight their fellow-countrymen.
