It . states that if a third Power objects to Japanese action towards China, Russia, if requested, will take concerted action'with Japan. BRITAIN APPROVES CONSOLIDATING MOVEMENT IN THE FAE EAST. Count Okuma, ox-Premier of Japan, in an interview, said: "Japaji cannot bear China's political disturbances, -which upset Japanese comtnorcial interests. Japan will'maintain on open-door policy in China, and thero will be a full understanding with Britain, who welcomes the convention as endorsing the Anglo-Jap-anese alliance."
