Tokio says .that the Russo-Japanese treaty provides that neither contracting party will participate in any political combination against the other_ in the event of cither's Far Eastern rights and interests being menaced. Count Okuma, ox-Premier of Japan, in an interview, said: "Japaji cannot bear China's political disturbances, -which upset Japanese comtnorcial interests. Japan will'maintain on open-door policy in China, and thero will be a full understanding with Britain, who welcomes the convention as endorsing the Anglo-Jap-anese alliance." The "New York Times" comments: 'TVo will need to act unless we are content to see our commercial opportunities m China pass exclusively ■ into other hands."
