IRISH SETTLEMENT BILL
CABINET CRISIS APPARENTLY OVER FORECAST OF THE MEASURE Australian-New Zealand Cablo Association. London, July 6. The decision of Mr. W. H. Long, President of the Local Government Board, to remain in the' Cabinet implies a settlement of the Home Rule question on. the basis of the exclusion of the six Ulster Counties. It is understood that the Settlement Bill will provide for a revision of the Act a year after the war; meanwhile the present 78 representatives of 26 Home .Rule Counties will constitute the House of Commons in Dublin. The Crown will nominate the Second Chamber. The Viceroy will be under the control of the Irish Ministers in transferred .to the Irish Government, but will act under the Crown's instructions as advised by the Imperial Prime Minister in all matters reserved for the Imperial Parliament. ~ STATEMENT BY MR. ASQUITH.
Mr. Asquith, speaking in the House of Commons, promised to inake the decision of.
