; Sir,—Great grumbling is taking placo , \vith regard to tile war bonus,'by members of the Civil Service who aro in receipt of .fixed salaries. Do. they consider i how'.niuch better .off"they arei.as permanent officers thaii those who aro not bo,-and who oan be dismissed' at ajiy time, notwithstanding tlio fact that their sorvioas. havo been quite as good as that .•■■of tho others, although their salaries aro vury much less?. Would it not be fair, considering that tlio salaries of tho nonpcrmanent officers are only 10s. pa- day, with deductions that are not taken from tlio permanent ones, and that the cost of living is as much to those with the 10s; a day as to those with considerably over • that amount, aad with the great advantage also; of yearly.., increases,' if the salaries of those officers wero raised tb 13s. a day? Tliero are. not so very many of these lrion, therefore tlio amount of tho iuorease would liot involve any great .addition to tho cost of administrationThere is also another aspect to tho question, and that is tlio saving to the.conn-, try by the eiiiploymoiit of these nonperriiauent hands, as, though their ability and work may 1>«, and I believe is, equal io that of tho permanent employees, tnoy never get un increase.
