The T.11.C.A. authorities consider, that it is necessary to co-ordinate i's' work throughout the Empire, and with a view to establishing an Empiro Council is sending Mr. J. J. Virgo to Australia New Zealand, Canada, and India, in July, to promulgate the suggestion.
