BRITAIN'S TOLL TO THE SEA
ByTelegraph-Press Assooiation«C-oj)yri|flit (liec. Juuo 21, 5.5 p.ni.) London, June 20. Eloquent tributes to tho lato Earl Kit chener were voiced by the Marquia of lansdowne, Viscount French, and the Earl of Derby, in the Houso of Lords, .lic-foi-o'a crowded assembly. . Lord Lansdowno said that Lord Kitchener was a fimv believer in voluntaryism, and only abandoned it recently when it became clear' that that system would not suffice to supply the national needs. It would bo difficult to conceive a more'impressive ending to a groat and noblo career. Lord French said that lord Kitchener had never spared any elfort to supply his (tho speaker's) demands. He had not always seen eye-to-eye with Lord Kitchener, but divergence of opinions had never interfered with the national interests. Lord French added: "When I had reason to believe that I had been selected for the Chief Command in Prance, Invent to Lord Kitchener. I urged him' to see Mr. Asquith and try and get the post himself, I myself ac'companying him as his Chief of Staff. But it was in vain, although Lord Kitchener then'had no idea of becoming War Minister." Lord Derby said that Lord Kitohener was said to have been harsh, taciturn, arid stern. There had never been a worse estimate of his character. . Lord Kitchener' was shy, and always diffident about himself. A few days before he started for Russia, he said: "I feel that there is something more I ought to do for the country. I feel that I am leaving much undone." He went off like a e/ioolboy for a- holiday. Lord Kitchener left the whole' war machine in working ordciy and it now only required a skilled engineer .to keen the work going. Britain had always paid a heavy toll'to"tho seas, but never had she paid a heavier one than.when Lord Kitchener, coffined in ■ n British warship,- passed to the Great Beyond.
