The "National Journal" reflects the new and compromising: spirit of the "Little Englanders" towards Imperial reorganisation, stating that the admission of the Dominions to the control of British foreign policy is urgent, and easy. "Their representatives conld meet the Foreign Secretary periodically, in council, or sit in tho reformed Upper House. After tlio Dominions' expressed readiness to tax themselves for Imperial purpuscs on the scale of the burden of this country, a oloser union should bo possible."
