WAR REGULATIONS BILL
CONTROL OF LIQUOR TRADE EARLY CLOSING IS NOT PROVIDED FOR "SHOUTING" TO BE STOPPED The War Regulations Bill, introduced into the House of Representatives yesterday afternoon, proposes to empower the Governor-in-Council to make by regulations: - "Such provisions. as,. having regard to ■ the exigonoiea of the present war or the' conditions oreatod thereby, he thinks advisable for all or any of the following purposes, namely:— "(i) For the prevention of the sale of intoxicating, liquor by any person not being the holder of a license under the Licensing; Act, 1908. ■ "(ii) For the prevention of the sale of i' .. intoxicating liquor by the holders of licenses under the last-mentioned Act otherwise than'in conformity with the terms of such lioenses. "(iii) For the regulations of the. sale intoxicating liquor to women. "(iv) For the suppression or regulation of the practice of treating/ as hereinafter defined! "(v) For the suppression of prostitution, or for the prevention of' venereal diseaso; and ; ' "(vi) For. the maintenance of indus- . tries essential "for the, public welfare. Definition of "Treating." "For the purposes of this Act the term 'treating' includes the act of any person who, directly or indirectly,— "(a) Pays, or undertakes or offers ; to pay; or "(b) Gives, or lends,- or offers or undertakes to . give or lend, money ' with which to pay— for any intoxicating liquor sold on licensed premises within ,the meaning of the Licensing Act, 1908, for consumption on those premises by any person other than the person first mentioned, and al=o includes any other act . that the Governor inay by Order-in-Council declare to ' be treating." Enemy Trading. ' The Bill also'proposes to empower the Government to make regulations for the -. ... oppression of enemy trade, or for the control of enemy property, and these , terms "enemy trade" and "enemy pro- ' perty" are defined as follows:— "Enemy trade" means any trade, business, undertaking, or transaction which is carried on or entered into by or for the benefit of or under the control of persons or companies of enemy nationality, descent, origin, residence, connections, or associations (whether present »r past), or which may bo to the advantage of an enemy State or of the subjects or inhabitants thereof, whether during ! or after the present war. "Enemy property" means property of any kind whatever which belongs or at any time since, the commencement of the pre«nt war with Germany has belonged to any person or company of enemy nationality, descent,-origin, residence, connections, or associations (whether present or past), or to an enemy State, or in which any such person, company, or State has or at any such time' has had any inter,Wt. ■ Other Clauses, The Government is empowered to enable the Public. Trustee to act for at-torneys,-.agents/.trustees, , exeoutors, or administrators . while out of New Zea- • land. (The Attorney-General stated in the Honse that difficulties caused by the ■ absence from New. Zealand with the Expeditionary Force of such men had caused much inconvenience.) A special clause provides that all war regulations shall" be in force in the Cook Islands: . The duration of the principal Act and " v ~"" ~- : .jts;.Amendments, and of-all regulations made'thereunder,, is fixed. - They are to remain in forca until the end of the ;.w*r, and until one year thereafter, or -for ,sraoh shorter period thereafter as the Goviernor may by proclamation madeafter the end of the ivar determine.
