June 13, 11.15 p.m.) London, June 13. 1 The Commission on the dilution of labour, with the men's representatives, have signed a far-reaching agreement regarding the Clyde area. Mr. A. J. Balfour (First Lord of the Admiralty) has telegraphed his congratulations.
