Beauchamp, interviewed, said ho would not be surprised if tho Government, in deference to public opinion, made provision for a substantial war loan to bo raised within tho Dominion. While hitherto ho did not support this policy, If tho suggestion cavno from the Imperial Government his opposition at once disappeared. If the New Zealand Government proceeded to raise a loan of, say, five millions at I.} per cent, free of incomo tax, he thought there would bo little difficulty in getting largo subscriptions, particularly if there was the addir tional attraction offered by debentures payable as death and succession duties. The only argument against the proposal was the undue disturbing of .finances by the redemption of a large portion of the loan. He suggested to meet this by a tax of one-half per cent, on all descriptions of produce exported. Such a tax last year would have produced .£750,000, and this year, allowing for a fall in exports, we could look for ,£500,000 or .£600,000.
