Some of those acts, such as tho sinking without warning of tho Lusitania and Persia, have been done in eight of tho world, while tho commission of the others has been proved beyond the possibility of doubt, and published throughout all civilised States. "Are you content that after proclaiming theso iniquities aloud we should do nothing to bring to justice those who committed them? If these crimes against humanity are not to be repeated in future wars, they must bo dealt with and punished. "When an individual commits murder, rape, or robbery, he is tried .is a criminal. Will you therefore determino and demand that when we have won the war tho Kaiser and his naval and military advisers, and all those against whom there is any evidence of violation of the customs of war, shall be tried as common criminals?"
