"Tho feeling, I think, of most people is thai, tliuso Germans are murderers, and should bo punished after tho war, ami in this connection 1 think that public opinion is the only means of getting anything done, as the politicians of Great Britain are a Hubby lot. The men from tho colonies tiro the ones to depend 011. In this connection 1 send you a few copies of a circular written with the object of gelling public opinion to speak. I'erlinps you might pass it on to your friends." Tho circular referred lo is as follows:— "Deliberately and systematically, becauso they considered that advantages could bo gained by it, tho leaders of the Gorman army and navy have violated all laws of humanity, and, above all, have murdered and brutally ill-treated innocent non-combatants, including women and children. Some of those acts, such as tho sinking without warning of tho Lusitania and Persia, have been done in eight of tho world, while tho commission of the others has been proved beyond the possibility of doubt, and published throughout all civilised States. "Are you content that after proclaiming theso iniquities aloud we should do nothing to bring to justice those who committed them? If these crimes against humanity are not to be repeated in future wars, they must bo dealt with and punished. "When an individual commits murder, rape, or robbery, he is tried .is a criminal. Will you therefore determino and demand that when we have won the war tho Kaiser and his naval and military advisers, and all those against whom there is any evidence of violation of the customs of war, shall be tried as common criminals?"
