A MISSING DOCUMENT

(Rec. June 1, 5.20 p.m.) London, May 31. The "Times," in a leader referring to General Townshend's papers, says: "General Townshend wrote an appreciation of the situation on October 3, slating dearly aud forcibly the grave risks of an ad. vanco on Bagdad. A number of people are aware of the existence of this docU> inent. A copy was sent to an official in close touch with tho Government of India, but we have reason to believo that it was never shown to any member of the Government of India. If tho original reached General Nixon's staff it never got beyond it. Its terms wero perfectly familiar to ns when wo wrote the leading article of April 1, which, was the admitted basis of Sir Austen Chamberlaip's inquiries. Our remarks were not based on go3sip or private letters, but on this document, which was formally signed by General Townshend, and which has been so mysteriously ignored. As the Government has raised the point, wo will be happy to print General Townshend's real appreciation of the situation if they will give the necessary .permission"
