Other authorities, directly responsible, thought that 15 per cent, of casualties would have to be faced. Lord Kitchener, after his visit, however, was optimistic. He sa'id: "If the Government should decide on evacuation we will just slip quietly away." General Birdwood was also sanguine, "given fine woatlier and plenty of transports."
