HARBOUR BOARD CHAIRMAN.

CHANGE IN ELECTION. At Wednesday's meeting of the Harbour Board, Alrl IL. Cohen moved:— "That this board resolves to' approach the Minister of Marine witu a request for an amendment. .of the Harbours Amendment 'Act, 1910,'. relating to tho election of chairman, in.order timt candidates for the chairmanship must be nominated at least, seven clear days before the date .of the annual statutory, meeting for the election of" chairman, and that, in the-.event of only one nomination . being received, tho. said candidate be declared by the secretary of the board duly elected as chairman for the ensuing year without the necessity of holding an annual statutory meeting." • -Mr.- Cohen,'in moving, his motion, said his proposal only meant coming into line with, other local bodies. The office of chairman was jo full of honour and ■ responsibility that there should be as much deliberation in sleeting a chairman as is given to a Mayor. There were occasions when surprises were effected. Surprises were all right, in their way, but it would be better if they were given proper notice. He also reviewed the position of the country member, who was brought a long distance and put to some inconvenience to transact three minutes' business. As the chairman was to see the Minister of Marine on othor matters, he hoped that, if the .board approved, the matter would be brought under his'notice. Mr. C. .Tones seconded the motion. It was as common-sense a proposal as the Daylight Saving Bill. Air. M'Farlane also approved tho proposal. It was tho 'common procedure under the Companies- Act. Mi-..J. G. Hnrkness asked if Mr. Cohen in moving. the. motion (which lie. approved) meant it to apply to the "Wei-. lingtoH Board only, or to all boards constituted under the Harbours Act.

Mr.- Cohen said that he intended that it should apply to all Harbour Boards in Now Zealand, and that being so, said that instead of bringing it before tho Minister, it should be referred to the B.arb.6ur Boards' Association.

Tho motion was carried unanimously with that understanding.
