SUMMARY AND FORECAST AT 4 P.M. YESTERDAY. Present indications are lor strong oast to • south-easterly winds,, cold and changeable conditions, -with rain probable, particularly in the north and East Coast districts. Barometer unsteady, with a rising tendency. Gloomy, cold, and, showery weather lias prevailed.
