Iy denned his attitude regarding the action of tho United States in sending troops into Mexico to annihilate Villa and his band of cut-throats, the Administration is inclined, to believe that he will not offer serious objection (wroter tho Washington correspondent of tho "MotHlug lost" on March 12 last). - General Car. ranzft, it is admitted, is an unstable quantity. He is an obstinate, narrow man, with an exaggerated idea of national lion.' our and of Mexico's place in tlio. sun, and ho has no great affection for America or the Americans, although ho realises tho importance of having the support of tho American Administration. He has toconsider Mexican sensibilities and the detestation every Mexican has of American invasion, and also the feeling which can bo so easily aroustfd that ho is betraying his country ,by permitting American troops to invade the country, while - Villa 13 defending Mexican soil 'from a rapacious gringo—a feeling which, would turn sentiment against President Carranza and make V ilia the idol of tho peons. The Administration,' however, with the view ot allaying hostility, has made it distinctly known that it has no intention of' intervention or of permanent occupation, that it is not making war against Mexico but has simply sent a punitive expedition to that country for the solo pur. pose of capturing Villa,, who is-a rebel against tho recognised Government of Mexico, and who is guilty of murdering Americans, and-that as soon as this object has been accomplished the American troops will bo withdrawn. General Caranza has given semi-consent to this nr.o- ; gramme. He has signified his willingness to have American troops cross tho border provided that the arrangement is I reciprocal, should necessity arise in the future. The. Administration--has not vet I accepted his terms; it looks upon the suggestion as one made for the sake of political eftect and. to impress Americans with his assertion of Mexican sovereignty and equality with the United Stale,?. The Administration officials say that they are willing to grant Carranza what he asks, because, they grimly add, there will be no future necessity for Mexican troops to pursue Mexican bandits into American territory. Tho orders to General Euuston, ( Commandor-in-Chief on the border, are to take Villa, alivo or dead, and it is wider these orders that General Pershing, in command of the punitive expedition,' is acting, and General Pershing will interpret his orders to mean that Villa dead is the .quickest way of suppressing further raids. Villa ' has m-oved himself not onlv irresponsible, but:, in his poor way, a disciple of friglitfulness, and the American Army is in the mood to meet {rightfulness with frightfulness and to teach the Mexican bandits a lesson that they will remember for years. Practically the entir» Regular Armj- now at home stations will bo placed at General Funston's disposal, and it is believed that he will have force enough without calling the Militia into actice service.
