PRIVATE STREETS
WHO SHOULD LIGHT THEM? " One matter which will occupy the'attention of the Tramways and Electric Lighting Committee at an early date will lie the mixed question of the lighting of private right-of-ways. It appears that from time to time applications are received from citizens and propertyowners fjr the City. Corporation to light a certain street or right-of-way, winch usually is discovered to be a private right-of-way, which, legally, the Corporation has no right lo light at the expense of the City. But as it happens, some such strett? have, through tho development of the property flanking such thoroughfares and usage become pubhc streets to all intents and purposes, and as such have been lit at the public expense, others again hav'o been .lit by the Corporation with no such justification. As the position wants clearing up, Sir. George LauchJan, the Corporation's Electrical Engineer, is engaged in drawing up a report dealing with the wliolo matter. He proposes to classify tho streets into three classes —(a) private streets which are to all intents and purposes.public streets; (b) private streets and right-of-ways that are of.a semi-public character; and (c)' those which, are private right-of-ways pure and simple. Mr. Lauchlan will classify tho private streets in that order, and will make certain recommendations regarding each to the committee at its next meeting.
