UNIONIST MEMBER ON MR. ASQDITH HOW LIBERAL OPINION IS CEMENTED Br Telegraph—PreEß Association—Copyright London, April 30. Lord Hugh Cecil writes as follows to the "Times":—"Whilethe present Ministry is not -indispensable it has that qunlity which may bo rightly so called, namely, the confidence of the main body of Liberal opinion. Thanks to Mr. Asquith's leadership, Liberal opinion unanimously supports the war, notwithstanding tho traditional Liberal dislike of war. It is therefore indispensable that this attitude of Liberalism should continue. If Mr. Lloyd George formed a Government with the assistance of Sir Edward Carson and Lord MilnCr, there would ariso a tendency for the Liberals to drift from approval of tho war and to adopt a pacifist position. This would be a national disaster." Lord Hugh Cecil doubts whether a Ministry without Mr. Asquith would command confidence. THE COMPULSION ISSUE LEAKAGE OF TIME-EXPIRED MEN. LEAVING AT THE BATE OF 5000 PER MONTH, i London, April 30. The "Daily Chronicle" says that timeexpired men have been leaving the Army at the rate of 5000 per month since August last.
SCOTTISH TRADES CONCRESS AND COMPULSION. London, April 30. After an animated debate the Scottish Trades Congress, in Glasgow, by- 66 votes to 46, declared its opposition to compulsory service, and' summoned the Labour Party to press the Government to repeal the Military Service Act. "ANSWER YOUR COUNTRY'S CALL." Melbourne, May 1. Senator Pearce, in addressing a gathering, said tho present ovents called for the duty of every man. He concluded: "In the future it would be far nobler for a man to consider that lie went at the country's call and did not wait to be sent by the country's law." MUNITIONS FOR THE ARMY RUSSIAN PARTY OF WORKERS IN ENGLAND. London, April 30. Official. —Lord Kitchener inspected in the quadrangle of the War Office a party of Russian officers and soldiers, some of whom liavo come to England in connection with munition work.
INDIA'S OUTPUT STEADILY GROWING.' Simla, April 30. The output of munitions is steadily increasing. Many shipments have already been ma.de. The development of tho existing factories is receiving the diligent attention of tho Government.
