INCREASE IN NATIONAL SAVINGS.

April 17, 5.5 p.m.) : Petrograd, April 16. it « finance Minister, speaking in the Budget debate in the Empire' Council, said -that since the beginning, of the war the national savings' had increased by. tw& hundred millions sterling, despite war charges amounting to twelve hundred million, thanks to the abolition of the _ alcohol monopoly. The country's financial strength' was growing, and the Government must work out the plan of a future economic Jjolicy by cooperating with the national legislative institution.
