The Piesident has not mado the concessions necessary to save the situation, and has lostahe sympathy of practically all prominent public men. A large part of the Northern army is blocked tip at Szechuan. It is dispirited owing to Yuan's renunciation of the monarohy. Many fear a collapse of the present Government, following tho division of the country into different military commands, but this is unavoidable provided the Monarchists take no desjierate steps to endeavour to keep Yuan in powor.
