A French wireless message states that President Poincara will preside over the Allies' Parliamentary Conference on commerce questions on April 27. • The "Observer" says the conference in Paris will be preliminary, and exploratory. It does not intend to invite decisions involving a new departure from fiscal policy or new immediate trade agreement's, and will not be sufficiently formal to warrant full and general recognition of all the component parts of the Empire.' Mr. Hughes has not yet been definitely invited to attend the Paris Conference. He will probably receive an invitation on Monday. It is expected in some quarters that he will go ns a British representative, but, whether or not he will represent all the Dominions, he is certain to have a full xoice in the proceedings. The "Weekly Dispatch" says that Mr. Hughes could not speak at the Paris Conference as thu special repreFentativo of Australia, because' in that case,itwould only bo litting that the' other Dominions -should have similar i-epre-sentatives, which was obviously impossible.
