INFANTILE PARALYSIS
A BIGf SPREAD THIRTEEN NEW CASES REPORTED The infantile paralysis figures for the Wellington Health District took a big leap yesterday, when no fewer than thirteen fresh cases were reported. Only one of the now cases' is in tho City,.and two are-in the suburbs.. Tho notifications :came as follow:— Waipukurau 1 Lyafl Bay 1 Kilbirnie 1 To Karaka (Gisborne) 2 Wellington City 1 Maharahara (Woodville) 1, Inaha (Hawera). 1 Fcatherston 1 Whaketaki (Masterton) ... 1 To Uhi (Wairoa) 1 Gisborne 2 Total 13 MORE HOSPITAL ACCOMMODATION NEW ANNEXE OCCUPIED. On account of tho rather rapid accu* mulation of infantile paralysis cases at the Wellington Hospital, it has been found necessary to secure more accommodation than that offered in what is. known as the ."tin ohed," which is. really a comfortable and well-fitted corrugated iron structure isolated from, and at the rear of the Children's Hospital. The Hospital Committee considered the matter of providing additional accommodation for these patients recently, and as the result of a further conferonce between the medical superintendent (Dr. Morico), the Depnty-Chiel Health Offioer (Dr. Frengley), the District Health Officer (Dr. Sidney Smith), and the chairman of the hoard (Mr. H. Baldwin), it has been decided to usa the recently-completed addition to the Seddon annexe at the back of the General Hospital. Every precaution is being taken to prevent cross infection, and arrangements arc being made to remove ten of the convalescent cases from the "tin shed" to the new build* ing, which will leave room for incoming cases. Tho new building can tsfco fourteen, or at a pinch sixteen, beds, so that the Hospital authorities will bo able to manage comfortably for a while if the epidemic keeps within bounds. < ■ CASE AT MAHARAHARA. By Telegraph—Press /satiation. Woodville, April 4. A case of infantile paralysis is reported from Maharahara. The patient waa sent to Pahiatua Hospital yesterday, . POSITION IN HAWKES' BAY. Napier, x April 4. ■ The total number of cases of infantile paralysis in the Hawke's Bay district is 81.- In the outlying districts there is a serious outbreak ,of diphtheria. ' . ■■-.'. SEVEN MORE AUCKLAND CASES. Auckland, April 4. _ Seven more cases of infantile paralysis were notified from the country districts to-day. There have been no further: cases in the city for over a week.'
WAR REGULATIONS
TRADING WITH THE ENEMY.
Some new and important war regulations were made publio by special Gazette, yesterday morning.. The regulations deal in part with the custody and control of enemy property, and in part they confer upon tho Government extensive- powenr in Uhe'• matter..': of dealing with trading with fhe enemy. '' The Attorney-General (the Hon, A. L. Herdman), who was asked by a representative of The Dominion yesterday morning for an explanation of the new. regulations, said that the regulations which dealt with the custody of enemy property constituted, the Publio Trustee the custodian of enemy, property, and they 'required any 'person who, on the coming into operation of the regulations, holds or has control of enemy property to notify the Publio Trustee of the fact, and to furnish full particulars of the 1 iprapeiity held or. controlled by him. In the case of moneys payable to au enemy, continued Mr. Herdman, the. custodian may demand payment of such moneys from the person by whom they are payable, 'and all rent, dividends, interest, share of profit, and other income- owing by any person in .New Zealand to an enemy shall be paid to the Public Trustee.
As to Hhe regulations dealing with enemy trading:— ■ First: Trading with any firm or company carrying on business elsewhere than in the British Dominions is pro-, hibited if that company or firm is incorporated or. has its chief place of business in enemy territory. This regulation covers the case of trading with a firm carrying on business in America or American Samoa, if the 'head office of such firm is in Germany.
Second: Power is given to the Attorney-General to declare a company, firm, or person an. enemy if he ib satisfied tihat the business'of such company, firm, or person is being carried on for the benefit of alien enemies resident out of Now Zealand, or if the company, firm, or person is _ engaged in any business or Undertaking injurious to the interests of His Majesty during the present war.. ■ ■■ A suspected person, firm, or company will be declared an enemy 'n the Gazette-, and trading with such an enemy thereupon becomes unlawful. A complete list of persons with, whom trading is to be prohibited is to be forwarded to New Zealand by tie Imperial Government, ami on its arrival the list will be (iazefkyi. Third: The Minister of Customs may stop tihe exportation of goods if he has reason to suspect that the consignee is an enemy or is a person engaged in any business injurious to His Majesty. Fourth: Power is ,given to prevent persons carrying on business in the name of an enemy, Fifth: A Registrar of Companies is prevented from issuing a certificate of incorporation until the Attorney-Gon-eral is satisfied that no enemy : possesses, or is about to acquire, any interest in the company. Similar restrictions are placed upon companies incorporated elsewhere than in New Zealand wishing to carry on business in New Zealand. An enemy is prevented from acquiring shares, debentures, or debonture stock in any company incorporated in New Zealand Sixth: Perhaps the regulation which is of the greatest local interest is the one which provides that the AttorneyGeneral may impose such restrictions as he thinks fit upon any business carried on in New Zealand when he is satisfied that such business is wholly or partially carried on by, 'or on behalf of, an enemy, an enemy company, or alien enemy. * Seventh: The existing power of the Attorney-General to appoint the Public Trustee as Controller of certain companies is extended, and a controller may, undor the new regulations, bo nppointed whenever the Attorney-Gen-era] is. satisfied that its exercise is advisable by reason, of the existence of any interest or control possessed or excrcied in or on such business by an enemy. This statement which I am giving you does not profess to bo more than a hurried and perfunctory explanation of the new regulations.
