BERLIN WIRELESS MESSAGE By Telegraph—Press Association-Copyright -.--London/March 31. A Berlin wireless message states that the different parties on the Reichstag Budget Committee havo agreed that, a sea war must be carried out by all means, as being most instrumental in securing a successful issue of the war.
