THEORY OF THE GERMAN NAVAL STAFF
News of exceptional interest is published to-day; A "Daily Mail" correspondent at Odessa reports that a collision has occurred on the Danube between the Rumanians and the Austrian,s and Bulgarians, in which there were numerous casualties on botli sides. A report of independent origin states that Russian has agreed to cede portion of Bessarabia to Rumania, and also to supply her with war materials. Dispatches dealing with the Verdun battle dwell upon the appalling losses suffered by the Germans. Friday's fighting, in which they gained only an insignificant extent of ground, is said to havo, been for them the bloodiest of the war. Another message declares that the French have retreated only in order to avoid such losses as have been inflicted upon the enemy, and that if necessary further retreats will be made with the same object in view, since General'Joffre is well aware of the vital part that numbers will play in the later stages of the war. The Russians in Western Persia are now within 130 miles of Bagdad, and it is stated that they are determined to strike at the Bagdad railway, and cut off that city from the rest of the Ottoman Empire. Uneasiness and discontent are reported to. prevail in Bulgaria, and it is said that disputes have arisen between .the Bulgarian and German Staffs. A British steamer, a fleet auxiliary, has been sunk by a mine off the East Coast of England.
