James Allen) said that the Government had been taking_men for the front gradually as far as it was safo to do so, but. speaking with tho full knowledge he possessed he told them quite plainly that it was still imperative to keep Active, victorous men in the garrisons. " ' Tho Minister imparted a further p-eoo of information on this point which be requested should bo regarded as strictly confidential.
